Under a five-year cooperative agreement (2016 – 2021) with the National Library of Medicine, the HS/HSL serves as the headquarters for the Southeastern Atlantic (SEA) region, one of eight regions in the National Network of Libraries of Medicine (NNLM). The SEA region comprises 10 Southeastern states, the US Virgin Islands, Puerto Rico, and the District of Columbia and contains approximately 25% of the U.S. population. The Executive Director of the NNLM SEA is responsible for leadership, development, and administration of all programs of the regional services plan, from planning through evaluation phases. The Executive Director oversees the effective participation of all SEA network members in the activities of the NNLM. Reporting to the Director of the SEA region, who is the Executive Director of the HS/HSL, the SEA Executive Director also serves as an important and valued member of the HS/HSL leadership team.
This is a grant-funded, non-permanent status, non-tenure track faculty appointment renewable on an annual basis. This position will be at a rank of Librarian II or III. The incumbent will be eligible for promotion and is expected to participate fully as a member of the library’s faculty. Responsibilities:
- Initiates, plans, implements, manages, and evaluates programs of the SEA regional services plan.
- Leads the SEA and the SEA regional office in participation in national initiatives such as the All of Us Research Program (https://allofus.nih.gov).
- Represents SEA region at the national and regional levels.
- Maintains effective communications with all network members, UMB, and NLM.
- Prepares and manages annual and cumulative budgets.
- Directs, oversees and monitors ongoing outreach initiatives and award programs.
- Oversees the SEA subaward program, working with Sponsored Programs Administration, Sponsored Projects Accounting and Compliance, and subawardees from throughout the region, ensuring compliance with federal and UMB requirements.
- Establishes resource library agreements.
- Coordinates the day-to-day operation of the regional management office.
- Manages the day-to-day operations of the SEA All of Us
- Supervises professional and support staff of 8 FTE.
- Ensures SEA regional office compliance with NLM financial and descriptive reporting requirements.
- Serves on the National Network Steering Committee (NNSC).
- Ensures SEA meets the strategic goals and indicators established by the NNSC.
- Manages the grant application process for retaining the SEA Regional Medical Library at the HS/HSL, UMB in five-year intervals (2020 begins the next application process).
Position Requirements:
- Master of Library Science or equivalent advanced degree from an ALA-accredited program
- Minimum of 5 years of progressively responsible health science library experience which includes 3 years of management/supervisory/project management experience.
- Evidence of effective administrative and leadership skills, including competence in budgeting, planning, organizing, and managing staff.
- Good communication (public speaking and writing) and interpersonal skills.
- Knowledge of the NNLM, and of NLM products and services.
- Grant or proposal writing experience.
- Intermediate skills in Word, Excel, PowerPoint and other essential software.
Preferred:
- Previous experience with NNLM.
- Evidence of professional and scholarly activities.
- Experience with outreach programs.
- Knowledge of technology applications and trends in health sciences libraries.
- Familiarity with national or regional health care and information policy.
- Comfort with change and experience in change management.
- Academy of Health Information Professionals (AHIP) accreditation at a Senior or higher level.
- Experience with NIH’s Research Performance Progress Report (RPPR) system

MINIMUM SALARY: $85,000, commensurate with experience
