This recruitment is for one position with the Office of Health Information, Health Information Governance, Library Network Office, located at 810 Vermont Ave., Washington, DC.
Responsibilities
Supervisory Librarian PD# 77217-O
The incumbent serves as the expert professional Librarian and has full delegated authority and responsibility for developing, managing, and administering a comprehensive library program and overseeing all aspects of daily operations of the VACO Library. Recommends and establishes the scope and extent of programs and services to be offered. Establishes, implements and reviews program guidelines, policies, and operating procedures. Develops, recommends, and monitors program budget and resource allocation to support VA program initiatives. Ensures library services such as reference, cataloging, document delivery, sharing agreements with consortia, and shared electronic systems are efficiently and operationally sound, and contribute to the accomplishment of VA programs and goals. Ensures the development of a comprehensive, high quality online and print library collection ( databases, monographs, journals, audiovisuals, etc.) that is broad in scope and penetrating in coverage to meet the information needs of staff, students, and researchers. In the rapidly changing environment of biomedical knowledge-based information, incumbent maintains current knowledge of database content and serves as the expert in searching techniques across a variety of databases and vendors. Provides reference services to senior and executive level staff, national subject matter experts in health science, and agency advisory committee members in the areas of clinical care, hospital and health care administration, Veterans’ benefits, public administration, and other advanced fields of knowledge represented in VA Central Office.

Time-in-grade: Applicants who are current Federal employees or who have held a GS grade anytime in the past 52 weeks must also meet time-in-grade requirements.
