This position is located in the Learning Resources Center and Medical Library of the New York Harbor Healthcare System in Brooklyn, NY. Duties include but are not limited to the following:
- Planning, managing, and administering the functions of the general and medical libraries;
- Formulating and implementing library service goals and objectives;
- Planning and assigning work to be accomplished by library staff;
- Planning for the arrangement of library materials;
- Setting priorities, identifying areas of improvement, surveying customers, hearing and resolving complaints, and resolving issues;
- Identifying the developmental and training needs of staff;
- Directing the selection, acquisition, organization, documentation, and dissemination of information materials such as clinical literature (for research, education, and reference), training materials, audio-visual materials, software/websites, etc.;
- Meeting with top management to discuss policy and the scope of library services;
- Developing working relationships with the public and academic research libraries;
- Serving as a consultant and technical advisor in the medical or health science fields;
- Working in consultation with the Associate Director of Finance to develop deadlines, projects, and goals using available/budgeted resources;
- Performing related duties as required.
Work Schedule: Monday through Friday, 8:00am – 4:30pm.

BASIC REQUIREMENT: A bachelor’s degree and one full academic year of graduate study in library science in an accredited college or university. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that number cannot be obtained from the school, 18 semester hours should be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. You must submit transcripts with your application to receive credit.
At least five years of combined college-level education, training, and experience in library science. To qualify on this basis, the education, training, and experience must have provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services. Your experience/training must be detailed in your resume and transcripts are required to receive credit.
EXPERIENCE REQUIREMENT: One year of specialized experience that demonstrates the ability to administer, manage, or direct a library program. This experience must be equivalent to at least the GS-11 grade level in Federal service. Examples of specialized experience include: managing or directing a library, group of libraries, or library system; planning, organizing, and directing the development and execution of library programs, policies, and procedures; planning or conducting management studies, public relations, and educational activities; and planning, developing, and carrying out administrative activities of the library or library system concerned with budget and finance, personnel, plant and equipment, etc. This experience must be detailed in your resume to receive full credit.

Quality ranking factors are skills, knowledge, abilities, or other worker characteristics which could be expected to result in superior performance on the job. PHYSICAL REQUIREMENTS: The work of this position is sedentary. Typically the employee sits comfortably to do the work. However, there may be some walking, standing, bending, carrying of light items such as papers or books. No special physical demands are required to perform the work.
