Library manager position at NIEHS in Durham, NC

VISTA Technology Services, Inc. (VISTA) is currently seeking an experienced Library Manager to oversee an existing full-service federal library contract supporting the National Institute of Environmental Health Sciences (NIEHS) in Durham, NC. This is a hybrid position.

The Library Manager is responsible for managing all aspects of library operations and services and leads and supervises a high-performing team, including the Collection Management and Reference Librarian, Information Services Librarian, Reference Services Librarian, Scholarly Communications Librarian, and Library Assistant (part-time).

NIEHS Library services include:

  • Access services including cataloging, interlibrary loan, and document delivery
  • Instruction and training including customized classes and one-on-one help sessions provided in-person and virtually
  • Reference services including research impact reports and visualizations, comprehensive literature searches and research alerts, assistance with biomedical databases, and quick reference
  • Scholarly communications including NIH Public Access Policy compliance, manuscript tracking, copyright guidance, and author profile tools

Library resources include:

  • A shared catalog of resources with the main National Institutes of Health Library to include:
    • 20,000+ eJournals
    • 190,000+ eBooks
    • 50+ reference and biomedical databases
  • An onsite NIEHS Library Collection of over 15,000 physical items

 Duties: 

  • Responsible for managing all aspects of library operations including service planning, assessment, outreach and marketing, quality control, and all contract deliverables, including operations reports and staffing and training plans
  • Monitor, track, and report all library activities, including utilization of all services, patron interaction statistics, and outstanding achievements
  • Develop annual Library Management Plan
  • Spearhead efforts to build and promote library services and conduct outreach to increase awareness and use of resources and services
  • Supervise, guide, and mentor library team members and build a proactive, dependable, detail oriented, collaborative team culture that values trust and takes pride in delivering high-caliber customer service
  • Interface with federal Contracting Officer Representative to ensure smooth operations and communication meet stakeholder requirements
  • Works closely with VISTA leadership on contract management
  • Establish and update standard operating procedures for all library work and activities as necessary
  • Oversee the design, deployment, and management of the annual customer satisfaction survey
  • Work closely with the NIEHS Library User Group to ensure good communication with all divisions of the institute and to plan future collection development and services
  • Deliver group and one-on-one training on library resources, research tools, and biomedical databases including PubMed, Web of Science, and EndNote
  • Responsible for oversight and implementation of library collection development
  • Assist with reference and access services duties as needed

 Qualifications:

  • Master’s degree in library or information science from an American Library Association accredited program, preferably with specialized or government libraries concentration
  • Experience in science, medical, or technical libraries
  • Minimum of 10 years of research library experience managing and directing librarians and professional library staff
  • Experience in project planning and project management and the ability to maintain priorities across multiple projects
  • Experience using library software and online tools including PubMed, Web of Science, EndNote, and JIRA
  • Proficient using MS Office Suite (Outlook, Word, Excel, PowerPoint, Teams) and Adobe Acrobat Pro
  • Must hold or be able to obtain an active Federal Public Trust Clearance
  • Candidates must reside within a reasonable commuting distance to NIEHS Library in Durham, NC
